Requests the Commander of Joint Base Pearl Harbor-Hickam to allow Honolulu's Department of Parks and Recreation to temporarily use restricted vacant land on the Pearl City Peninsula for youth ball programs including soccer, baseball, and flag football.

Identifies approximately twelve acres of vacant land on the Pearl City Peninsula that has been restricted from use for three decades following a 1985 Fuel Depot Tank Farm Fire on Tank No. 1.

Notes that the Navy used per- and polyfluoroalkyl substance (PFAS) fire retardant to extinguish the fire and subsequently closed the tank farm.

Proposes that the non-contaminated portion of the land could accommodate a minimum of three ball fields, while the PFAS-contaminated area could be used for a parking lot.

Directs transmission of certified copies to the Commander of Joint Base Pearl Harbor-Hickam and the Mayor of the City and County of Honolulu.
