Endorses Taiwan's participation as an observer in the United Nations Framework Convention on Climate Change, International Civil Aviation Organization, World Health Organization, and International Criminal Police Organization.

Supports the first agreement under the United States-Taiwan Initiative on 21st Century Trade and encourages the U.S. Trade Representative to negotiate a bilateral trade agreement with Taiwan.

Commemorates Hawaii and Taiwan's thirty-two-year sister-state relationship established in 1993 and supports continued mutual exchanges and cooperation.

Recognizes Taiwan's $500,000 contribution to Hawaii following the 2023 Maui wildfires and ongoing cooperation in tourism, agriculture, culture, and education.

Directs transmission of the resolution to the President of the United States, Congress leadership, U.S. Secretary of State, Hawaii's congressional delegation, the Governor, and the Director of Business, Economic Development, and Tourism.
