Disapproves the 2025 Commission on Salaries recommendations to increase salaries for the governor, lieutenant governor, department heads, legislators, and judges, citing excessive increases given current economic conditions in Hawaii.

Requires the Commission to reconvene no later than November 2025 to review reasons for the legislature's disapproval and submit a new salary recommendation to the 2026 legislative session.

Directs certified copies of the concurrent resolution to be transmitted to the Office of the Governor, Office of the Lieutenant Governor, Chief Justice of the Judiciary, Senate President, House Speaker, and Commission Chair.

Notes that the Commission's reconvening following disapproval does not reset the six-year salary review cycle established in Hawaii Constitution Article XVI Section 3.5.
