Urges Maui County to prioritize development and planning of the northern terminus of the Kihei North-South Collector Road, which was envisioned in the 1998 community plan to extend across the Kihei region and alleviate traffic congestion.

Identifies critical transportation needs including lack of alternative north-south routes causing bottlenecks, emergency response hindrances, and projected population growth on Maui from 129,471 (2005) to 194,630 (2030).

Notes previous funding including a $25 million federal grant awarded in 2023 for Liloa Drive extension, but progress has been limited and the northern terminus location remains unplanned.

Requests Maui County to collaborate with the Maui Metropolitan Planning Organization, Maui County Planning Department, and Maui County Council to identify and designate the specific northern terminus location.

Requires Maui County to submit a status report on northern terminus planning to the Legislature no later than twenty days before the 2026 Regular Session and directs certified copies to be sent to the County Mayor, Planning Director, Council Chair, and Planning Organization Executive Director.
