Urges the Maui County Planning Department to retain the word "require" in the South Maui Community Plan regarding infrastructure requirements for development projects.

Expresses concern that removing "require" would weaken enforcement of infrastructure improvements before or concurrent with new development, potentially leading to overdevelopment and strain on public services including water, sewer, and emergency response systems.

Requests the Maui County Planning Department consider infrastructure-completion-before-occupancy policies adopted by municipalities in California, Florida, and Colorado as models for sustainable growth in South Maui.

Directs certified copies of the resolution be transmitted to the Mayor of the County of Maui, Director of the Maui County Planning Department, and chair of the Maui County Council.
