Authorizes the Board of Land and Natural Resources to issue a 25-year non-exclusive easement to Graham and Marisa Chelius for a shoreline protection structure on state submerged lands at Kikiaola, Kekaha, Kauai (Tax Map Key: (4) 1-2-013:031).

Covers an existing structure totaling 2,366.18 square feet that was previously authorized under temporary emergency permits and right of entry permits since 2013.

Requires the property owners to pay fair market value for the easement as determined by independent appraisal, monthly rent of $101, maintain liability insurance, and post a removal bond of $44,855.

Converts temporary permits into a long-term easement disposition to comply with chapter 171, Hawaii Revised Statutes, which requires legislative authorization and gubernatorial approval for leasing state submerged lands.

Permits use, repair, and maintenance of the shoreline protection improvements on the easement area.
