Urges the Office of the Governor, State Building Code Council, county building departments, county Mayors, and legislative housing committee chairs to develop a comprehensive strategy for statewide adoption of updated building codes.

Addresses confusion created by Governor Green's 2023 Proclamation on Affordable Housing, which suspended the State Building Code Council and adopted unamended International Code Council building codes that do not apply to Hawaii's conditions.

Notes that unamended codes (such as snow load requirements) created unclear directives for contractors and jeopardized construction and public safety, requiring amended codes for compliance with national standards.

Requests the comprehensive strategy be developed through stakeholder engagement and address the feasibility of compliance with updated codes that reflect local issues and best practices.

Directs certified copies to be transmitted to the Governor, State Building Code Council members, county building department officials, county Mayors, and legislative housing committee chairs.
