Requests the Department of Education, in consultation with the Hawaii Emergency Management Agency, to establish a Youth Civil Defense Corps program for high school students.

Youth Civil Defense Corps is to be administered at high schools to train students to participate in the State Emergency Response Team Program.

Aims to provide pre-trained volunteers to fill additional emergency personnel needs during emergencies and disasters.

Supports hazard mitigation and recovery plan implementation by training high school students through the civil defense program.

Requires certified copies of the resolution be sent to the Superintendent of Education and Administrator of Hawaii Emergency Management Agency.
