Requests the Department of Human Resources Development to conduct a comprehensive review of the Department of Labor and Industrial Relations' Boiler and Elevator Inspection Branch to improve personnel recruitment and retention.

Directs the review to include a comparative analysis of similar regulatory branches in California, Washington, Oregon, and Nevada to identify best practices and areas for improvement.

Requires the review to assess current organizational composition, personnel requirements, inspector qualifications and workloads, and salary competitiveness compared to other states and private sector positions.

Notes that the Branch currently has only 19 authorized positions following a 2021 staffing cut, and that a backlog of 7,438 elevators (74 percent of the 10,057 requiring inspection in 2024) remains unserviced.

Mandates the Department of Human Resources Development submit findings, recommendations, and any proposed legislation to the Legislature by December 31, 2025.
