Urges Congress to establish a National Reinsurance Program to address insurance market instability caused by increased catastrophic natural disasters and private insurer withdrawals from high-risk areas.

Requests the program be structured as a public-private partnership with actuarial soundness, state opt-in mechanisms, and clearly defined loss thresholds to maintain private market participation while protecting taxpayers.

Calls on Congress to provide mitigation incentives including premium discounts, tax credits, and grant programs to encourage disaster-resistant infrastructure investment by homeowners and businesses.

Encourages the President, Secretary of the Treasury, Federal Insurance Office, and Federal Emergency Management Agency to develop interim measures to stabilize insurance markets and incentivize insurers to reenter high-risk areas.

Directs transmission of this concurrent resolution to federal officials and state governors and insurance commissioners.
