Requests the Department of Land and Natural Resources to partner with the Kahoolawe Island Reserve Commission to improve, repair, rehabilitate, and redevelop the Kihei ramp located in South Kihei on Maui's south side.

Recognizes the Kihei ramp as a community access point for nearshore water recreation including fishing, diving, and other activities.

Notes that the Kahoolawe Island Reserve Commission regularly uses the Kihei ramp for Kahoolawe access and plans to develop a visitor center adjacent to the ramp.

Cites the Department of Land and Natural Resources' existing collaboration model with community nonprofits on state projects, such as Haena State Park on Kauai, as a framework for this partnership.

Directs certified copies to be transmitted to the Governor, Board of Land and Natural Resources leadership, Division of Boating and Ocean Recreation Administrator, Kahoolawe Island Reserve Commission leadership, and Maui County Mayor.
