Urges the Hawaii Housing Finance and Development Corporation to develop a plan to produce sufficient housing to meet the state's housing demand.

Requires the plan to include density and timing of development for projects identified by the Affordable Housing Land Inventory Task Force if Senate Bill No. 26, S.D. 2, H.D. 2 is enacted.

Plan must address maximizing walkability and density, developing an efficient and sustainable financial plan, identifying personnel and government capacity needs, and overcoming barriers to housing supply such as land availability, infrastructure, and financing models.

Hawaii Housing Finance and Development Corporation must submit the plan to the Legislature no later than twenty days before the 2026 Regular Session convenes.

Concurrent Resolution cites 2019 Hawaii Housing Planning Study data showing Hawaii produced only 2,902 housing units annually from 2010-2018 (below the 1.3 percent national average) and projects demand of 19,328 units for households earning sixty percent of area median income or less.
