Requests the State Health Planning and Development Agency Administrator to convene a Pharmacy Benefit Manager Working Group to evaluate policies for lowering drug costs and increasing health care access.

Working group membership includes representatives from the Insurance Division, Attorney General's office, Med-QUEST Division, Board of Pharmacy, Hawaii Pharmacists Association, National Community Pharmacists Association, Hawaii Association of Health Plans, independent and unaffiliated pharmacies, pharmacy benefit managers, and the PBM trade association.

Group must evaluate four priority areas: appropriate state agency oversight of PBM practices, PBM reporting requirements and intervals, fair pharmacy audit procedures, and protections from medication under-reimbursements.

Working group shall not seek proprietary information, trade secrets, HIPAA-protected data, or information that would violate the Freedom of Information Act or other federal or state law.

Group must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2026 Regular Session convenes.
