Director of Commerce and Consumer Affairs is requested to establish a Pharmacy Reimbursement Working Group to study mandatory health insurance coverage and reimbursement for health care services provided by pharmacists.

Working Group membership to include the Insurance Commissioner, one Board of Pharmacy representative, two retail pharmacy representatives, one independent pharmacists' association representative, and two health insurance industry representatives.

Working Group is tasked with gathering information on pharmacy reimbursement practices, examining impacts of reimbursement on patients and providers, drafting proposed legislation requiring health insurers to cover pharmacist services within their scope of practice under Hawaii Revised Statutes chapter 461, and evaluating pharmacist services in other jurisdictions.

Written report with findings, recommendations, and proposed legislation must be submitted to the Legislature no later than twenty days before the 2026 Regular Session convenes.

Concurrent Resolution references a 2023 Office of the Auditor report assessing social and financial impacts of mandating health insurance coverage for pharmacist-provided services.
