Requests the Office of Wellness and Resilience to develop a comprehensive report addressing developmental needs of children born during the COVID-19 pandemic (2018-2025).

Report must include trauma-informed care research and practices that identify trauma effects, present intervention strategies, and recommend evidence-based interventions for children's transitions through school levels.

Report must outline existing services from the Department of Education, Department of Health, Department of Human Services, Office of Hawaiian Affairs, Executive Office on Early Learning, and community groups addressing social-emotional learning loss.

Report must include comprehensive analysis of services available to those affected by the 2023 Maui wildfires and information on support services for educators experiencing secondary traumatic stress.

Office of Wellness and Resilience must submit the report with any proposed legislation to the Legislature by December 31, 2026.
