Department of Education requested to conduct a study on whether teachers and school personnel should be trained in and equipped with pepper spray for school safety

Study must examine Hawaii public school safety data and incidents involving violence or threats against schools

Study must review pepper spray policies in other states, assess benefits and risks including health and legal implications, and gather input from school administrators, teachers, parents, students, law enforcement, and security experts

Study must include recommendations on best practices for training, storage, and appropriate use of pepper spray in schools

Department of Education must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2026
