Request the Department of Health to establish an Aeromedical Services Working Group to address gaps in emergency air ambulance services across Hawaii.

Working group membership includes the Director of Health, legislative representatives, emergency management officials from all counties, healthcare associations, health systems, independent providers, and emergency aeromedical service operators.

Working group must study emergency aeromedical services needs statewide and in each county, then develop plans, procedures, protocols, and funding recommendations to improve air ambulance service stability and predictability.

Working group must submit findings and recommendations, including proposed legislation, to the Legislature no later than twenty days before the 2026 Regular Session.

Working group dissolves on June 30, 2026, with certified copies sent to relevant state and county agencies and health organizations.
