Requests the Auditor to assess social and financial effects of proposed mandated health insurance coverage under S.B. No. 783 for ambulance services and community paramedicine services statewide.

Requires assessment of impact from federal Patient Protection and Affordable Care Act section 1311(d)(3) regarding costs beyond essential health benefits for Hawaii's qualified health plans.

Directs Auditor to determine number of qualified health plans available in Hawaii, individual and group enrollment figures, and actuarial costs for ambulance and community paramedicine service coverage.

Requires Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the convening of the 2026 Regular Session.

Directs transmission of concurrent resolution to Auditor and Insurance Commissioner, who must distribute copies to all health insurers in the State.
