Commits the Hawaii Senate to uphold Hawaii's constitutional ban on nuclear power and oppose nuclear energy use in the state, based on Article XI, Section 8 of Hawaii's constitution.

Cites risks including unsafe fuel transportation over ocean distances, impossible emergency planning zones (10-50 miles radius) particularly on Oahu, and Hawaii's geological instability from earthquakes, volcanic activity, and tsunamis making nuclear waste storage unsafe.

Notes the Hawaii State Energy Office has indicated nuclear energy would be expensive and divert resources from Hawaii's existing commitment to achieve 100% renewable energy by 2045 under Act 97 (2015).

Argues Small Modular Reactors and other advanced reactor types are unproven, economically inefficient, and would benefit private interests rather than the people of Hawaii.

Directs transmission of certified copies to the Governor, Attorney General, state planning officials, and mayors of Honolulu, Hawaii, Kauai, and Maui counties.
