Department of Health urged to conduct preliminary education, outreach, and vaccination drive efforts at Hawaii schools with vaccination rates below 50%, with priority given to schools with rates below 30%, starting in the 2025-2026 school year.

Department of Health directed to partner with the Department of Education to develop a long-term program to counter vaccine hesitancy and increase vaccination rates across Hawaii's schools.

Department of Health requested to submit a report to the Legislature no later than twenty days before the Regular Session of 2026, including recommendations on funding and administrative restructuring needed for the program.

Data shows concerning vaccination rate declines with 17.09% of students in the 2023-2024 school year having no immunization record or missing some immunizations, and some private schools reporting non-vaccination rates exceeding 60%.
