All state departments are urged to partner with the Office of Wellness and Resilience to establish secure and appropriate data sharing agreements that protect resident privacy and confidentiality.

The Office of Wellness and Resilience is required by Act 291 (HRS chapter 27, part IX) to create a social determinants of health electronic dashboard and launched the Quality of Life and Well-Being Dashboard in December 2024.

State datasets currently remain siloed within individual departments using different methodologies, preventing the Office of Wellness and Resilience from conducting cross-departmental analyses needed for comprehensive community understanding.

The Office of Wellness and Resilience is urged to use strict data governance protocols and seek only deidentified, aggregated, and anonymized data from state departments to balance privacy protection with effective community needs assessment.

Certified copies of the resolution shall be transmitted to 19 state officials and department heads, including the Comptroller, Attorney General, Directors of Health, Human Services, Education, and other agency leadership.
