Requests the Department of Land and Natural Resources (DLNR) transfer four specific agricultural land parcels to the Department of Agriculture, identified by Tax Map Keys: (3) 4-1-6: 7; (3) 2-6-18: 1; (3) 4-3-1: 2; and (2) 1-8-1: 3.

Requests DLNR identify all agricultural lands under its jurisdiction available for lease and transfer them to the Department of Agriculture.

Cites beef cattle production as contributing over $48 million annually to Hawaii's economy and highlights ranchers' role in land stewardship, soil stabilization, watershed management, and noxious weed suppression.

Notes that DLNR does not plan to renew agricultural leases at their expiration and that unmanaged rangelands would become overgrown with noxious weeds and increased fire fuel load.

Requires certified copies of the resolution be transmitted to the Chairperson of the Board of Land and Natural Resources and Chairperson of the Board of Agriculture.
