Requests the Insurance Commissioner to conduct a study on uninsured motorists in Hawaii, which currently account for an estimated 11 percent of motorists operating without valid insurance coverage.

Study must examine the estimated number of uninsured motorists in Hawaii, the financial impact on insured motorists including premium increases, and recommendations to reduce uninsured motorist rates.

Requires the Insurance Commissioner to submit a report of findings and any proposed legislation to the Legislature no later than twenty days before the 2026 Regular Session convenes.

Acknowledges that uninsured motorists increase insurance premiums for insured drivers and create financial hardship for accident victims, particularly those lacking adequate uninsured motorist coverage.
