Identifies approximately 18,000 Hawaii residents with limb loss, limb difference, and mobility impairments who face barriers to participating in physical activities and daily functions due to limited insurance coverage.

Notes that current insurance policies typically cover only single prosthetic or orthotic devices designed for limited mobility, restricting access to activity-specific devices for running, cycling, swimming, or bathing.

States that comprehensive prosthetic and orthotic device coverage is necessary to reduce preventable secondary health conditions such as diabetes, cardiovascular disease, and obesity among individuals with disabilities.

Directs certified copies to be transmitted to the Insurance Commissioner and executives of major Hawaii health insurers including HMAA, HMSA, Kaiser, UnitedHealthcare, University Health Alliance, AlohaCare, and 'Ohana Health Plan.
