Requests the Legislative Reference Bureau to conduct a comprehensive review of Hawaii Revised Statutes and recommend amendments incorporating gender-neutral terminology.

Directs the Legislative Reference Bureau to draft recommended legislation with gender-neutral language and establish procedures for ensuring future bills include such terminology.

Requires an interim report with proposed statutory amendments due 40 days before the 2026 Regular Session and a final report due 40 days before the 2027 Regular Session.

Mandates consultation with the Hawaii State LGBTQ+ Commission, State Commission on the Status of Women, Hawaii Civil Rights Commission, University of Hawaii law school, Lambda Law Hawai'i, and the Hawaii LGBT Legal Association.

Requires certified copies be sent to the Governor, Legislative Reference Bureau Director, and leadership of various state and civil rights organizations consulted in the review process.
