Requests the Department of Health to convene a Community Noise Working Group to discuss policies and legislation regarding community noise sources.

Identifies noise pollution as a public health hazard causing noise-induced hearing loss, high blood pressure, heart disease, sleep disturbances, and stress.

Specifies the Working Group shall include the Director of Health (as Chair), members from the Senate and House, Honolulu City Council, Attorney General, Department of Law Enforcement, Honolulu Police Department, Public Defender's Office, Prosecuting Attorney, and a noise expert.

Addresses concerts and events at private venues in residential areas that generate atypical noise levels and are not currently subject to permitting requirements.

Requires the Working Group to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2027 Regular Session.
