Requests U.S. Transportation Secretary Sean P. Duffy and the Federal Transit Administration (FTA) initiate a performance review of the Honolulu Rail Transit Project under the 2024 Amended Full Funding Grant Agreement to determine if satisfactory progress is being made.

Notes the Rail Project is Hawaii's most expensive publicly funded project with massive cost overruns (projected at $12.45 billion versus original $5.5 billion) and delays pushing completion to 2030 instead of the original 2020 deadline.

References the 2024 Amended FFGA Sections 15 and 19 which provide for Project Management Oversight and governmental authority to review HART's performance, including consultant Hill International Inc.'s reports of critical staffing vacancies.

Cites the FTA has released $1.1 billion of the initial $1.55 billion federal commitment, with another $364 million expected upon meeting additional milestones.

Directs certified copies of the resolution be transmitted to the U.S. Transportation Secretary, FTA, Hill International Inc., and the Honolulu Authority for Rapid Transportation (HART) leadership.
