Urges the Auditor to conduct an audit of the Real Estate Commission's oversight of real estate management entities under Hawaii's Condominium Property Act (Chapter 514B).

Requests examination of nonjudicial foreclosures, selective enforcement of bylaws, violations of covenants, conditions and restrictions, and unlicensed contractor usage in condominium-related work.

Directs audit review of the Commission's monitoring policies, adequacy of penalties for violations, and effectiveness of alternative dispute resolution efforts to reduce costly civil litigation.

Seeks audit recommendations on addressing improper fines by management entities, attorney use for fee collection versus collection agencies, and potential conflicts of interest from industry personnel appointments to oversight boards.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2026 Regular Session convenes.
