Requests the Oahu Metropolitan Planning Organization to continue transportation management training programs for state and county decision makers responsible for transportation policy, planning, funding, and implementation.

Directs training programs to help decision makers achieve transportation goals including improving safety and providing multimodal transportation options to lower residents' costs.

Requires training programs to include peer-to-peer learning and collaboration with other jurisdictions that have implemented innovative best practices and achieved successful transportation outcomes.

Recognizes Hawaii's high transportation costs per capita and transportation-related fatalities, and seeks to apply lessons learned from other jurisdictions that have successfully reduced costs and improved safety.

Directs certified copies be transmitted to the Governor, Director of Transportation, all county mayors, and the Executive Director of the Oahu Metropolitan Planning Organization.
