Points out that reimbursement rates do not increase to reflect years of physician experience, unlike common practices in other fields.

Cites concern that physicians are leaving private practice, with only 10% of Hawaii physicians currently in private practice compared to 75% ten years ago.

Directs that a certified copy of the resolution be transmitted to the Director of Human Services.
