Request Department of Transportation to establish and operate a personal aircraft fireworks inspection pilot program beginning no later than June 1, 2025, and ending no sooner than January 1, 2026.

Program shall coordinate with federal, state, and county law enforcement agencies to inspect all personal aircraft entering Hawaii and landing at airports owned or controlled by the department to prevent unauthorized transportation of fireworks and pyrotechnic articles.

Program shall coordinate with law enforcement agencies or county fire departments to dispose of prohibited fireworks and pyrotechnic articles pursuant to Hawaii Revised Statutes section 132D-26.

Department of Transportation must submit a report to the Legislature by January 30, 2026, evaluating program effectiveness, reviewing implementation issues, and proposing any necessary legislation.

Resolution references recent mass casualty fireworks incident in Aliamanu on December 31, 2024, that killed at least six people and injured dozens more as justification for preventing illegal fireworks importation.
