Urges Med-QUEST Division of the Department of Human Services and the Developmental Disabilities Division of the Department of Health to amend eligibility criteria for the Medicaid 1915(c) Home and Community-Based Services Waiver to include individuals with intellectual or developmental disabilities and comorbid mental illness.

Current administrative rules deem individuals ineligible for the waiver if their impairments are due to dementia, mental illness, emotional disorders, substance abuse, sensory impairment, learning disabilities, ADHD, spinal cord injuries, or neuromuscular disorders.

Requires the Developmental Disabilities Division to submit a report to the Legislature no later than twenty days before the convening of the Regular Session of 2026 regarding the status of amendments to the waiver eligibility criteria.

Directs that certified copies of the resolution be transmitted to the Director of Health and Administrator of the Med-QUEST Division.
