Require scanning equipment at commercial harbors to be installed away from the harbor area to minimize disruptions to commerce flow.

Address the illegal importation and use of fireworks that pose threats to public safety, property, and the environment in Hawaii.

Acknowledge that current enforcement measures have proven insufficient in preventing unlawful entry of fireworks into the state.

Transmit a certified copy of the resolution to the Director of Transportation.
