Requests the Department of Law Enforcement to collaborate with the City and County of Honolulu to establish fair policies and processes for towing and disposing of vehicles belonging to active duty servicemembers that are abandoned on state or city property.

Requires policies to provide adequate notice to deployed servicemembers if their vehicle has been towed and to comply with the federal Servicemember Civil Relief Act.

Addresses safety concerns and parking problems created by abandoned vehicles while balancing the rights of servicemembers with those of other residents.

Directs certified copies of the resolution to be transmitted to the Director of Law Enforcement, Mayor of the City and County of Honolulu, and Chair of the Honolulu City Council.
