Requests the Department of Accounting and General Services, Department of Land and Natural Resources, and City and County of Honolulu Department of Parks and Recreation to provide universal changing accommodations in all state facilities, state parks, and city and county parks.

Specifically requests at least one restroom with universal changing accommodations accessible to women and men respectively, and in at least one family or gender-neutral restroom if available in each facility or park.

Identifies universal changing accommodations as height-adjustable changing tables that provide safe, sanitary, private, and dignified spaces for people with disabilities requiring toileting assistance.

Recognizes that people with disabilities requiring toileting assistance currently face limited options for public participation and often must choose between staying home, using unsanitary floor spaces, or leaving events to change in vehicles.

Directs certified copies of the resolution be transmitted to the Governor, Comptroller, Chairperson of the Board of Land and Natural Resources, State Parks Division Administrator, Honolulu Mayor, and Director of Parks and Recreation.
