Requests the County of Maui to collaborate with the Maui Metropolitan Planning Organization, Maui County Planning Department, and Maui County Council to identify and designate the specific location for the northern terminus.

Notes that despite a $25 million federal grant awarded in 2023 for extending Liloa Drive (a segment of the road), the critical northern terminus remains unplanned and undefined.

Cites projections showing Maui island's population expected to grow from 129,471 in 2005 to 194,630 by 2030, with significant growth anticipated in the Kihei-Makena area, necessitating comprehensive infrastructure planning.

Requires the County of Maui to submit a status report on the northern terminus planning to the Legislature no later than twenty days before the 2026 Regular Session convenes.
