Urges Maui County Planning Department to retain the word "require" in the South Maui Community Plan regarding infrastructure requirements for development.

Seeks to ensure that infrastructure improvements are completed before or concurrently with new development projects to maintain adequate roads, utilities, water supply, sewer capacity, and emergency response systems.

Expresses concerns that removing "require" language could lead to overdevelopment, traffic congestion, environmental degradation, and strain on public services in South Maui and Wailea communities.

Requests Maui County Planning Department consider infrastructure-completion policies adopted by municipalities in California, Florida, and Colorado as models for sustainable growth in South Maui.

Directs certified copies be transmitted to the Mayor of Maui County, Director of the Maui County Planning Department, and chair of the Maui County Council.
