Encourages each county to establish its own biosecurity plan that prioritizes the county's specific needs and identifies proposals for legislative changes at the state and county level to promote biosecurity.

Recommends counties collaborate with other counties and the State, including the Department of Agriculture and Hawaii Invasive Species Council, when developing biosecurity plans.

Requests each county share its findings and biosecurity plan with the State, Department of Agriculture, and Hawaii Invasive Species Council.

Directs certified copies of the resolution be transmitted to the Chairperson of the Board of Agriculture, Co-Chairpersons of the Hawaii Invasive Species Council, and the Mayor and Council Chair of each county.
