S.R. NO. 29 Summary

• Request the State Auditor to conduct biennial management and financial audits of Medicaid health care insurance contractors (managed care organizations under contract with the Department of Human Services), with the first audit due within six months of July 1, 2025.

• Each audit must assess financial integrity, performance, and compliance with federal and state laws and regulations, including review of financial and operational documents and records.

• Medicaid health care insurance contractors are requested to cooperate fully with the Auditor by promptly providing all requested records, documents, and information.

• The Auditor must submit audit findings and recommendations to the Governor, Legislature, and Director of Human Services no later than twenty days before the start of the 2027 Regular Session and every Regular Session thereafter following an audit year.

• The Auditor may conduct additional audits as deemed necessary based on risk assessments or at the request of the Governor, Legislature, or Director of Human Services.
