Addresses confusion created by Governor Green's 2023 affordable housing proclamation, which suspended the State Building Code Council and adopted unamended international building codes that do not apply to Hawaii's conditions.

Notes that current unamended codes contain standards irrelevant to Hawaii (such as snow requirements), creating unclear directives that jeopardize construction projects and public safety.

Requests the comprehensive strategy be formulated through stakeholder engagement and address feasibility of compliance with updated codes that reflect local issues and best practices.

Directs certified copies be transmitted to the Governor, State Building Code Council, county building departments, county mayors, and legislative housing committee chairs.
