Requests the Department of Education, in consultation with the Hawaii Emergency Management Agency (HI-EMA), to establish a Youth Civil Defense Corps for high school students.

Directs the Youth Civil Defense Corps to be administered at high schools to train students to participate in the State Emergency Response Team Program.

Identifies pre-trained youth volunteers as a resource to fill personnel needs during emergencies and disasters.

Recognizes that training high school students through a civil defense program supports hazard mitigation and recovery plan implementation during emergencies or disasters.
