Requests the Legislative Reference Bureau to cooperate with the Hawaii State Public Library System to identify rural and underserved communities needing better telecommunication access for legislative participation.

Directs the Public Access Room of the Legislative Reference Bureau to collaborate with the Hawaii State Public Library System to establish an outreach program notifying the public about library infrastructure available for remote participation in the state legislative process.

Requires the Legislative Reference Bureau to submit a report to the Legislature no later than twenty days before the 2026 Regular Session, including findings, recommendations, and any proposed legislation to improve public access to the state legislative process.

Notes that the Hawaii State Public Library System operates fifty-one libraries statewide with broadband capabilities and electronic devices such as Chromebooks to support public internet access and videoconferencing.

Requires certified copies of the resolution to be transmitted to the Director of the Legislative Reference Bureau, State Librarian, and Executive Director of the Disability and Communication Access Board.
