Urges all Hawaii counties to install a minimum set of accessible recreational playground equipment in each county park playground, including wheelchair accessible swing sets.

Requires all accessible playground equipment to comply with the 2010 Americans with Disabilities Act Standards for Accessible Design or successor guidelines.

Requests counties establish comprehensive maintenance plans including weekly or monthly inspections, preventive maintenance, regular cleaning and sanitation, accessibility assurance, emergency repair systems, and community engagement programs.

Directs the Department of Education and Department of Accounting and General Services to convene a working group with counties to inventory existing and planned playgrounds, identify types of accessible equipment and associated costs, and provide recommendations for adding accessible equipment to state and county playgrounds.

Requires certified copies be sent to the Comptroller, Superintendent of Education, and Mayor and Chairperson of each County Council.
