Notes that the Kahoolawe Island Reserve Commission regularly uses the Kihei ramp for access to Kahoolawe and plans to develop a visitor center adjacent to the ramp.

Cites DLNR's existing collaborative model with community nonprofits at facilities like Haena State Park as a framework for this partnership.

Directs certified copies be sent to the Governor, Board of Land and Natural Resources leadership, Division of Boating and Ocean Recreation, Kahoolawe Island Reserve Commission leadership, and Maui County Mayor.
