Urges the Stadium Authority to finalize a contract for construction of the new Aloha Stadium and continue efforts to create the New Aloha Stadium Entertainment District (NASED) Project.

The NASED Project includes demolition of the existing Aloha Stadium, construction of a new multi-use stadium with minimum 25,000 seats, and mixed-use development including housing, retail, hotel, and public spaces in the Halawa location.

Environmental impact statement was finalized in September 2022, and Aloha Halawa District Partners has been selected as the preferred developer.

Project is expected to create jobs in construction, hospitality, and retail sectors; support the University of Hawaii's football program; and attract large-scale events including concerts, sporting events, and festivals to boost tourism.

The procurement model leverages private investment to reduce the State's financial burden while generating revenue from retail, dining, and housing to make the development financially sustainable.
