Office of Wellness and Resilience requested to develop a comprehensive report addressing developmental needs of children born between 2018-2025 during the COVID-19 pandemic.

Report must include trauma-informed care research identifying trauma effects, interventions to prevent re-traumatization, and evidence-based practices supporting children's transitions through school levels.

Report must outline existing services from Department of Education, Department of Health, Department of Human Services, Office of Hawaiian Affairs, Executive Office on Early Learning, and community organizations addressing social-emotional learning losses.

Report must analyze services available to individuals and families affected by the 2023 Maui wildfires and identify services supporting educators experiencing secondary traumatic stress from the pandemic and wildfires.

Office of Wellness and Resilience must submit report with any proposed legislation to the Legislature by December 31, 2026.
