Department of Education is requested to conduct a study on whether teachers and school personnel should be trained in the use of and equipped with pepper spray

Study must examine Hawaii public school safety data and incidents involving violence or threats against schools

Study must review pepper spray policies in other states and assess potential benefits, risks, health considerations, and legal implications of equipping school personnel with pepper spray

Study must gather input from school administrators, teachers, parents, students, law enforcement, and security experts, and include recommendations on best practices for training, storage, and appropriate use

Department of Education must submit report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2026
