County of Maui is requested to study the feasibility of implementing a Universal Basic Income (UBI) program for residents and business owners impacted by the 2023 Maui wildfires.

Study should examine eligibility criteria, funding sources, economic impact, and potential partnerships with nonprofit organizations and research institutions.

County of Maui must submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the 2026 Regular Session convenes.

Resolution cites the My People Fund initiative from Tennessee's 2016 Gatlinburg wildfires as evidence that direct cash assistance improves housing security, financial well-being, and long-term recovery outcomes.

Certified copies of the resolution shall be transmitted to the Governor, Director of Human Services, Mayor of the County of Maui, and Chair of Maui County Council.
