Requests the Governor to convene a Solid Waste Management Working Group to address solid waste issues, particularly regarding the Waimanalo Gulch Sanitary Landfill permit expiring in 2028 on Oahu.

Working Group must include representatives from the Department of Health, Department of Environmental Services, each county, Honolulu Board of Water Supply, recycling/composting/reuse/deconstruction industries, Zero Waste USA, environmental nonprofits, landfill experts, unit-based pricing experts, and U.S. Armed Forces.

Working Group must elect a chair at its initial meeting to convene subsequent meetings and develop findings and recommendations.

Working Group must submit a report to the Legislature no later than twenty days before the 2026 Regular Session, including information on materials management policies that reduce solid waste and protect groundwater/earth/air, and alternative technologies for waste that cannot be recycled or composted.

Certified copies of the Resolution must be transmitted to the Governor, Director of Health, county mayors, and Honolulu Board of Water Supply Manager and Chief Engineer.
