S.R. No. 87 Summary

• Requests the Office of Planning and Sustainable Development to commission a study identifying which energy consumption sector can be most quickly and cost-effectively decarbonized through public investment in combustion-free alternatives

• Directs the study to analyze three energy sectors tracked by the U.S. Energy Information Administration: electricity, transportation, and heating (industrial, commercial, and residential)

• Establishes that the State must achieve zero greenhouse gas emissions across all transportation modes by 2045 per the settlement in Navahine F. v. Hawaii Department of Transportation and that combustion-based fuels cannot meet this goal

• Asserts that existing technology can fully decarbonize electricity generation, residential/commercial heating, land-based transportation, and ocean-based transportation through electrification and renewable energy sources

• Directs certified copies of the resolution to be transmitted to the Governor and Director of the Office of Planning and Sustainable Development
